Description

9. GIFTED ENDORSEMENT PROGRAM
Description

State of Florida has asked for an updated version of our program.  The program is designed to meet state requirements and requires Board Chairperson and Superintendent's signature on approval page.

AGREEMENTS/CONTRACTS

10. AGREEMENT FOR MEAL SERVICE/ISLAND VILLAGE MONTESSORI ELEMENTARY NORTH
Description
The School Board of Sarasota County, Food and Nutrition Services shall provide breakfast and lunch meals to the students enrolled in Island Village Montessori Elementary North Charter School for the 2009-2010 school year.

Recommendation
That the agreement for meal service between the School Board of Sarasota County, Florida, and Island Village Montessori Elementary North Charter School be approved as presented.

11. AFFILIATION AGREEMENT BY AND BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SARASOTA COUNTY HEALTH DEPARTMENT (HEALTH CARE FACILITY)
Description

The School Board offers to students enrolled in a Health Science program a clinical learning experience through the application of knowledge and clinical skills in actual patient-centered situations in a health care facility.  The Sarasota County Health Department Health Care Facility has agreed to make its facility available to the School Board for such purposes.



Recommendation

That the Affiliation Agreement between the School Board of Sarasota, Florida, and the Sarasota County Health Department (Health Care Facility) be approved.

12. CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND CHILDREN'S THERAPY WORKS
Description
The Individuals with Disabilities Education Act IDEA (2004) requires school districts to set aside a proportional of their Federal IDEA funds to provide services to students with disabilities enrolled in private schools by their parent including McKay Scholarship students. The services most requested by private schools are speech therapy, occupational therapy and physical therapy. Since the district does not have direct hire staff available to provide these services, contract with private vendors like Children's Therapy Works are being implemented to meet this requirement.

Recommendation
That the contract for speech therapy, occupational therapy and physical therapy services between the School Board of Sarasota County, Florida and Children's Therapy Works in an amount not to exceed $70,000, be approved as presented.

13. CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND SUNCOAST THERAPY SERVICES
Description
The Individuals with Disabilities Education Act IDEA (2004) requires school districts to set aside a proportional of their Federal IDEA funds to provide services to students with disabilities enrolled in private schools by their parent, including McKay Scholarship students. The services most requested by private schools are speech therapy, occupational therapy, and physical therapy. Since the district does not have direct hire staff available to provide these services, contracts with private vendors like Suncoast Therapy Services are being implemented to meet this requirement.

Recommendation
That the contract for speech therapy, occupational therapy and physical therapy services between the School Board of Sarasota County, Florida and Suncoast Therapy Services in an amount not to exceed $35,000, be approved as presented.

14. AGREEMENT BETWEEN A++ at JFK TUTORING AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SUPPLEMENTAL EDUCATIONAL SERVICES
Description

A++ at JFK tutoring will provide individual or small group tutoring services to eligible students attending Title I schools not meeting AYP. Tutoring sessions will take place either off-site (library, church, community center) or at school sites, for no less than 1 hour per session.



Recommendation
That the School Board of Sarasota County approve the agreement with A++ at JFK Tutoring to provide SES tutoring.

15. AGREEMENT BETWEEN 5 STAR LEARNING AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SUPPLEMENTAL EDUCATIONAL SERVICES
Description

5 Star Learning will provide individual or small group or internet based tutoring services to eligible students attending Title I schools not meeting AYP. Tutoring sessions will take place off-site (libraries), at school sites, or on-line (home computer required) for no less than 1 hour per session.



Recommendation
That the School Board of Sarasota County approve the agreement with 5 Star Learning to provide SES tutoring.

GRANTS

16. APPROVAL OF THE ARRA EDUCATION FOR HOMELESS CHILDREN AND YOUTH GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
ENTITLEMENT: Grant funds of $100,000 will be used to identify and assist in enrolling homeless students in school by providing intervention and school enrollment services.  

Recommendation
That the School Board of Sarasota County approve the ARRA Education for Homeless Children and Youth grant application.

17. APPROVAL OF THE GUITAR ARTIST RESIDENCY GRANT APPLICATION FOR GULF GATE, ALTA VISTA, FRUITVILLE, TUTTLE, AND BRENTWOOD ELEMENTARY SCHOOLS
Description
COMPETITIVE: Grant funds of $4,675 will allow fourth grade students at Gulf Gate, Alta Vista, Fruitville, Tuttle, and Brentwood Elementary Schools to work with a guitar artist to learn about the science of sound and play a guitar they build themselves.

Recommendation
That the School Board of Sarasota County approve the Guitar Artist Residency grant application.

EXPULSIONS

18. APPROVAL OF EXPULSION CASE NO. 09-102
Description
The student listed in Expulsion Case No. 09-102, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On October 21, 2008, the student listed in Expulsion Case No. 09-102, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 15, 2010.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-102, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 15 of the 2009-2010 academic year.

19. APPROVAL OF EXPULSION CASE NO. 09-446
Description
The student listed in Case No. 09-446, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On May 28, 2009, the student listed in Expulsion Case No. 09-446, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2010.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-446, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 4 of the 2009-2010 academic year.

20. APPROVAL OF EXPULSION CASE NO. 10-013
Description

The student listed in Expulsion Case No. 10-013, violated School Board Policy 5.34(1)(d), Fighting.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 15, 2010.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-013, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 15 of the 2009-2010 academic year.

Description
The student listed in Case No. 09-190, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On December 8, 2008, the student listed in Expulsion Case No. 09-190, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 11, 2010.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-190, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 11 of the 2009-2010 academic year.

MATERIALS MANAGEMENT

22. APPROVAL TO AWARD BID #0500 TO PROVIDE AND/OR INSTALL SIGNAGE
Description
Bids to 'Provide and/or Install Signage' were received from two vendors on September 1, 2009.  The bids of H & H Signs, Inc., and Municipal Supply & Sign Company were the best low bids meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.      

Recommendation
That the bids of H & H Signs, Inc., and Municipal Supply & Sign Company, to 'Provide and/or Install Signage' in an amount not to exceed $75,000.00, be approved for award and purchase.

23. APPROVAL TO AWARD BID #0524 FOR SPECIALIZED DUPLICATING SERVICES
Description
Bids to provide 'Specialized Duplicating Services' were received from six vendors on September 1, 2009.  The bid of Florida Blueprint of Sarasota was the best low bid meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Construction Services Department.   

Recommendation
That the bid of Florida Blueprint of Sarasota, to provide 'Specialized Duplicating Services' in an amount not to exceed $60,000.00, be approved for award and purchase.

CONSTRUCTION

24. RATIFICATION OF AMENDMENT #13 TO THE ARCHITECT'S AGREEMENT FOR THE DESIGN OF THE RIVERVIEW HIGH SCHOOL PROJECT
Description

This amendment provides for the additional services required for the development of plans and specifications for Building #8 (Planetarium/Science Center) as well as revisions to the plans for Building #7 (Cyesis) and Building #9 (Energy Plant).  The cost of this amendment is $18,594.00.  Funds for this amendment are available in the project budget account.



Recommendation

That Amendment #13 to the agreement, dated 9/20/2005, with BMK Architects, Inc. for the design of the Riverview High School project be ratified as presented.

28. APPROVAL OF RESOLUTION AUTHORIZING THE MARCH 2010 REFERENDUM

That the School Board, pursuant to Section 1011.73(2), Florida Statutes, adopt a resolution directing the Board of County Commissioners of Sarasota County to call an election for March 16, 2010 at which the electors within the School District may approve an ad valorem tax millage in the amount of 1.0 mill per year for four (4) years, July 1, 2010 through June 30, 2014, for operating expenses as authorized by Section 1011.71 (8), Florida Statutes.
